This resource is a flagship analytical framework developed by the International Labour Organization (ILO) to support countries, education and training systems, and labour market actors in addressing skills needs arising from the transition towards environmentally sustainable economies.
The framework analyses how climate change mitigation, environmental protection and sustainable resource management are transforming jobs, tasks and skill requirements across sectors. It distinguishes between different types of green skills, including specific technical skills linked to green jobs, as well as transversal skills such as systems thinking, adaptability, problem-solving, innovation and environmental awareness that are increasingly required across occupations.
The report places strong emphasis on the role of vocational education and training (VET), lifelong learning and active labour market policies in supporting reskilling and upskilling processes, ensuring a just transition for workers and enterprises. It provides guidance on anticipating skills needs, aligning training provision with labour market demand, and integrating green skills into qualifications, curricula and training strategies.
