Construct2 as Public Private Partnership example in Georgian VET system

Overview
The Construct2 apprenticeship model is a structured public-private partnership
implemented in Georgia between the Ministry of Education and Science and BK
Construction, one of the country’s leading construction companies. The model
integrates classroom-based learning with on-the-job training, offering both
short-term certified programs and long-term state diploma programs. The shortterm programs are designed to be highly responsive to labor market needs and
include two distinct phases: (1) theoretical and practical training at the
college, followed by (2) paid internships at BK Construction worksites. This
dual structure ensures that students not only acquire relevant knowledge, but
also apply it in real-world settings under the supervision of experienced
professionals. The practice is co-financed by both the state and BK Construction,
making it sustainable and scalable.
Objectives
The main goal of this best practice is to bridge the gap between vocational education and the real needs of the construction labor market by delivering high-quality, work-based training in plastering and masonry aligned with modern, eco-friendly construction technologies. It aims to produce a skilled, certified, and job-ready workforce by combining theory, hands-on training, and direct industry collaboration. The practice also strives to contribute to the sustainable development of the construction sector in Georgia by fostering innovation and promoting green skills.
The program actively supports underrepresented groups—including socially vulnerable individuals, women, and youth from rural regions—to access work-based learning through targeted outreach, partnerships, and inclusive policies. Key efforts include:
Cooperation with municipalities and NGOs to recruit learners from marginalized communities.
Tailored support mechanisms like fully funded tuition, access to dormitories, paid internships, and stipends for personal needs.
Gender inclusion initiatives, such as training and employing the first certified female plasterer in the sector.
These actions ensure that work-based learning is not only accessible but also empowering for people traditionally excluded from the construction field.
The program addresses and removes several key barriers:
Financial barriers: By offering free training, accommodation, and stipends from the very start of the course, the program reduces the economic burden on learners.
Geographic barriers: By providing housing and recruiting from across the country, it allows participation from rural or remote areas.
Knowledge and access barriers: Through community outreach and employer partnerships, the program ensures that potential learners are informed and supported throughout the process.
Gender stereotypes: It actively challenges male-dominated narratives in construction by promoting women's inclusion and success in skilled trades.
Through this comprehensive and responsive design, the program ensures equitable access and helps learners overcome structural and practical barriers to enter the workforce successfully.
